まずはRaspbainのアップデート。

次にMeCabのインストール。
sudo apt install mecab sudo apt install mecab-ipadic sudo apt install libmecab-dev sudo apt install mecab-ipadic-utf8 sudo apt install python-mecab
最後にmecab-python3のインストール1。
sudo pip install mecab-python3 sudo pip3 install mecab-python3
これで無事使えるようになりました。
